MDH approval is required for any setting hosting body art services — conventions, fairs, festivals, and mobile studios are commonly cited paths to violations. Minnesota's mobile-class facility registration is a separate pathway under MN Rules 4715; a fixed-salon OSHA cert alone is not enough.

Inspection-Prep Checklist (Mobile & Event)
- Mobile-class facility registration on file with MDH (MN Rules 4715)
- Per-event sanitation log, equipment transport log, sharps mail-back manifest (MN Rules 4715; OSHA 1910.1030(d)(4)(iii))
- Current MDH-approved BBP cert for owner + every working artist (Minn. Stat. §144B)
- Portable Exposure Control Plan on-site at every event (OSHA 1910.1030(c))
- Training records retained 3 years; Hep B vaccination/declinations on file (OSHA 1910.1030(h))
